Joy in Heaven

In Luke 15:7 Jesus says, “I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance.” Does this verse refer to the angels in heaven rejoicing? To what extent do the saints in heaven have knowledge of happenings on earth?   My understanding of the passage is that, yes, the angels rejoice over the repentance of a sinner.
